Busia district local government received two tractors for two selected farmer groups; Busia District Farmers Association- BUDFA and Sihubira Area Cooperative Enterprises. But on Tuesday, the groups assembled at the district to receive the tractors from the Chief Administrative Officer Joseph Balisanyuka. However, he said that groups would not receive the tractors until they fulfil the required guidelines.

The Busia Chief Administrative Officer has halted the handover of
two tractors to farmer groups.
Busia district local government received two tractors for two selected farmer groups; Busia District Farmers Association- BUDFA and Sihubira Area Cooperative
Enterprises.
But on Tuesday, the groups assembled at the district to receive the
tractors from the Chief Administrative Officer Joseph Balisanyuka. However, he said that groups would not receive the tractors until they fulfil the required guidelines.
Balisanyuka says that the groups are supposed to present bank statements to prove that they can manage the machines if they break down.
Fred Wakapisi, the Busia district production officer says that all information
was communicated to the two selected farmer groups.

Steven Wafula, the BUDFA development officer said that they are disappointed by
the district authorities about the contradicting clauses in the Memorandum of Understanding.

Robert Bwire, the Manager Sihubira Area Cooperative Enterprise said that
they are embarrassed because they had come at the district expecting to go back
with the tractors and start implementing the farmer's project.

Busia district LCV Chairperson Geoffrey Wandera asked farmers to accept and
work on the needed requirements saying that the district authority cannot
ignore government guidelines.
