Chaos As Councilors Reject Nominee for Kisoro LC V Vice Chairperson Seat Again

Chaos erupted on Monday during a council meeting convened to approve Kisoro district LC V vice chairperson and member of the district executive committees. The LC V Chairperson, Abel Bizimana almost exchanged blows with some councilors over the approval of his nominee. 

On May 18, 2021, Biazimana nominated Alex Nambajimana, the central division councilor in Kisoro municipality as his Vice-Chairman, John Muftimukiza, District Health Secretary and Pamela Nyiraguhigwa, Finance, Planning and Administration Secretary. However, the councilors rejected the nomination of Nambajimana citing the mismatch of names on his academic documents. 

They also accused him of illegally using district land to host his organization Kisoro Concern for Marginalized People Organization. The councilor also argued that John Mufimukiza and Nyiraguhirwa are dull and unable to express themselves in the public. 

As a result, the council speaker, Amos Hakizimana adjourned the meeting to allow Bizimana to pick other nominees. However, during the council session held in the main hall of Sseseme Girls’ Secondary School in Kisoro Municipality, Bizimana returned the same names for approval.

They demanded that Nambanjimana present all his academic credentials

and court affidavit and proof from Uganda Registration Services Bureau

(URSB) before the speaker and clerk to council for scrutiny.

When Nambajimana presented the required documents, Agaba and Ntakyotugyira turned around, saying that they cannot approve him the copies are thoroughly scrutinized. They also argued that only Nambajimana Alex appear on the nominee’s national identity card.

Innocent Kangeza, the representative of Murora sub-county also argued that there is no way they can approve Nambajimana to lead them given his truck record on corruption. Kangeza also accuses Nambajimana of illegally occupying and developing Sawa sawa government land in Kisoro municipality with Bizimana’s connivance. 

He also accused him of conniving with Bizimana to beat and injure Alex Agaba, the representative of Southern Division on July 17, 2021, at Miami Tours and Travel Hotel in

Kisoro municipality. He claimed that they registered a case at Kisoro police station under file number SD21/17/07/2021.

Bizimana could not have any of this. He stood up and charged towards Kangeza while querying why he was involving him in such conflicts yet his role was to present names for discussion. Bizimana accused Kangeza of ganging up with other councilors out of jealousy to frustrate him. 

Not to be left out, Nambajimana also stood up and started abusing Kangeza and Agaba. The speaker, Amos Hakizimana tried to calm them down in vain.  It took the intervention of a police officer identified as Pule, who was acting as the Clerk to the council to calm down the situation.

Hazikimana to put the matter to a vote. Twenty-six out of the 44 councilors voted against Nambajimana while 18 voted in his favour. Twenty-five councilors also voted against Muftiumukiza while 19 voted in his favour. Nyiraguhirwa received 38 of the votes cast while six voted against him.

 

Shortly after the voting exercise, Nambajimana stormed out of the council meeting and refuted all the allegations levelled against him as baseless.

Bizimana later told journalists that he will table new names before council in the next sitting for scrutiny.
