Isingiro district in south western Uganda is operated without a district Public Accounts Committee.
A district Public Accounts Committee is established under the Local Government Act, to review audit reports and oversee the implementation of accounting and financial management regulations.
It also advises the district council on all public resource accountability issues with a view to ensuring value for money and effectiveness of interventions by the district council. However, the district has had no Public Accounts Committee for the last one year.
Concerned residents say that the absence of the committee advances impunity among offices bearers. Maurice Kwarikunda, a resident of Isingiro town council says that civil servants are continuously messing up their responsibilities with no action taken against them.
Kaberebere Town Council Chairperson Patrick Kajumba describes the absence of the committee as unfortunate. He says that the town councils in the district have no representation to the committee yet the district leadership seems unbothered about the state of affairs.
