Constable Arrested Over Death of Suspect in Katwe Police

Police in Katwe have arrested an officer who was duty on the night a suspect died in the cells. A source at Mulago Hospital told URN that an autopsy on Tomusange’s body revealed that at least seven of his ribs on one side of the cage and six on the other cage were broken.
Police in Katwe, Kampala, have arrested an officer who was duty on the night a suspect died in the cells.

Ibrahim Kamada Tomusange died on Wednesday January 16, hours as he was being taken to Mulago Hospital in critical condition.

 

Tomusange was arrested together with John Walakira from Kibuye Market on Sunday January 13 for alleged burglary and theft and their case was entered in the crime reference book as CRB 099/13. But as guards were changing duty the following day, Tomusange was found unconscious. He was put on a police patrol car and rushed to Mulago but died before arrival at the hospital.

A death inquiry file into Tomusange’s death was opened at Katwe police station.

 

A source at Mulago Hospital told URN that an autopsy on Tomusange’s body revealed that at least seven of his ribs on one side of the cage and six on the other cage were broken. The source further revealed that Tomusange could have died from blunt force trauma occasioned on his body, raising suspicions of torture while in the police cells.

Now the officer identified as Police Constable Wandera, who was the cell guard on the fateful night, has been arrested and handed over to the Special Investigations Unit – SIU headquarters in Kireka who are conducting the investigations.

The Former Division Police Commander Katwe, Richard Ecega, who has been transferred to Butaleja district, said Wandera had gone into hiding following the incident but had since re-appeared and was arrested.

Tomusange together with John Walakira were supposed to have been charged with burglary and theft on Wednesday.
