Councilor Petitions RDC As Unknown Company Moves to Erect Mast in Kabale Central Market Parking yard

Leopold Twesigye, the Central Division LC V councilor has petitioned the Kabale Resident District Commissioner, requesting an investigation into the construction of a network booster (mast) by an unidentified company in the Kabale Central Market parking yard.

In a petition dated July 22, 2024, Twesigye claims that, two weeks ago, individuals arrived at night with excavators and fenced off a section of the parking yard, which was constructed under the Markets and Agricultural Trade Improvement Program (MATIP III). They began digging a large hole, and later, during the night, they returned to pour construction materials.

Twesigye conducted his investigation and discovered that a company was secretly constructing the network booster. The company chose to work only at night to avoid being seen. Twesigye expressed his concerns to our reporter on Thursday evening, emphasizing that he was not able to meet with the RDC and tasked Kabale Municipality authorities to explain how a mast is being constructed in a parking yard, potentially compromising space for loading and unloading vehicles.

Twesigye also questioned whether the municipality authorities and the company have obtained an Environmental Impact Assessment Certificate and why traders have not been informed about the construction. He raised concerns about the potential health hazards associated with the mast's radioactive rays.

Our reporter visited the site and observed a large hole fenced with taplins, sand and concrete poured, and pavers removed. Godfrey Nyakahuma, Kabale Resident District Commissioner, acknowledged being briefed about the matter by his assistant, as he is currently out of the district on official duties. Nyakahuma promised to investigate the issue further.

When contacted, Jamil Kasajja, Kabale Municipality Town Clerk, was hesitant to comment, stating that as he is new in office, he does not have the details. He promised to look into the matter.
