Court Upholds Interdiction of Masaka Municipal Treasurer

Masaka High Court Judge Moses Kawuma Kawumi has upheld the interdiction of the Masaka Municipal Council Principal Treasurer Sauda Namuleme.

Namulembe was interdicted in March by Masaka Municipality Town Clerk John Bahengana to pave way for investigations into gross misappropriation of public funds. Bahengana noted that the municipality Internal Audit Systems had established suspicious transfer of public funds under the watch of the Principal Treasurer.

However, Namuleme through her lawyers sought legal action to challenge her interdiction. In her application for stay of execution, she argued that the Town Clerk overstepped his mandate by assuming powers that can be exercised by the Permanent Secretaries to the Ministry of Local Government and Public Service.

But Justice Kawumi has ordered Namuleme to vacate office and allow for investigations to be conducted. The Court also gave Namuleme express orders to handover office to her assistant in 24 hours. Namuleme is accused of conniving with the Municipal Cashier to operate a secret Bank account in Stanbic Bank on which they have allegedly been hiding part of the money collected from Property Tax and other local revenue sources.

Bahengana says that the Municipality has now sanctioned a special audit to help them establish how much money was lost in the scam.
