Deputy SFC Commander Warns Senior Officers Against Corruption

Brigadier General Charity Bainababo, the Deputy Commandant of the elite Special Forces Command-SFC has warned senior officers against engaging in the unethical practice of embezzling the salaries and allowances of their subordinates.

“There are things you are not expected to do as an officer because there are people looking up to you. The way you eat and conduct yourself. Stay away from corruption. It is a cancer that hits hard. If a soldier goes hungry because a commander has stolen his money to pay fees for their child, the child will go to school with curses of stolen money,” Brig Gen Bainababo said.

Addressing an audience at the pipping ceremony of officers from the Presidential Protection Guard (PPG) at the Special Forces Command (SFC) headquarters, Brig Gen Bainababo stressed that officers in positions of authority must set a positive example for their juniors. She underlined the significance of ethical conduct and urged them to refrain from corrupt practices, describing corruption as a pernicious problem that has far-reaching consequences. 

Brig Gen Bainababo highlighted the responsibility that commanders bear in their interactions with both their subordinates and civilians. She asserted that leading the fight against corruption should be a priority for all commanders. The event also saw PPG officers reminded of the importance of training, promotions, and the corresponding increase in responsibilities.

Furthermore, the Deputy Commander addressed the recently promoted PPG personnel, advising them against indulging in extravagant lifestyles that surpass their means. She emphasized the importance of living within one's financial capabilities to avoid the temptations associated with financial impropriety. 

“There is a tendency of living beyond our means when we are promoted but avoid it. If you don’t live within your means, there are many temptations. You can transform without being corrupt or misappropriating resources under your care,” Brig Gen Bainababo said.

Brig Gen Bainababo's sentiments were echoed by Assistant Inspector General of Police (AIGP) John Nuwagaba, who is also the Director of Operations in the Uganda Police Force.  “As an officer, discipline holds paramount importance, especially within your professional sphere. This virtue not only commands respect but also shapes the integrity of our work,” said AIGP Nuwagira.  

Both AIGP Nuwagaba and Brig Gen Bainababo reminded the newly promoted officers that elevated ranks come with heightened responsibilities. They encouraged those who did not receive promotions not to lose hope and to work diligently in the hopes of being considered for future promotions.
