DP Recalls Green Books from Wakiso, Mukono

The party had rolled out its 2021 General Election roadmap listing mass recruitment and registration of new members as the first activity, preceding grassroots elections. As part of the process, the party distributed registration books also known as the green books, to be used as voter registers.

The Democratic Party-DP has recalled party registers from several constituencies in Wakiso and Mukono districts following anomalies spotted by members.  

The party had rolled out its 2021 General Election roadmap listing mass recruitment and registration of new members as the first activity, preceding grassroots elections. As part of the process, the party distributed registration books also known as the green books, to be used as voter registers.  

However, it is alleged that the process of distributing party registers was a fraud. In some areas, the books were sent without the knowledge of the respective party structure leaders, while in others, the books ended up in the hands of non-DP members, resulting in chaos.

The DP Organizing Secretary Suleiman Kidandala has since confirmed that there was a problem with the way the registration process had been handled in some areas, and adds that the party has recalled all the registers that had been distributed particularly in Mukono and Wakiso districts.

Sources within the Democratic Party have intimated that the development has caused unease at the party headquarters where several crisis meetings were convened to address the matter. However, the source says, president Norbert Mao has emphasized that the right procedures should be followed. 

Uganda Radio Network has learnt that the party leaders in Wakiso and Mukono district were surprised to hear that registration had kicked off, even before they received the registers.   

Emmanuel Kigozi Ssempala, a DP member from Makindye-Ssabagabo says that the development was shocking yet the responses from the DP secretariat were uncoordinated.  Ssempala says that registers where already in circulation last week, even though the party officially started the distribution process on Tuesday, this week.

Wakiso District Organizing Secretary Siras Kasaato says that under the normal procedure, the registers are delivered through the district chairperson or organizing secretary following the same hierarchy up the lowest level.  

“It is so absurd.  Someone must have been plotting something but we are alert and cannot allow such trash to happen in the Democratic Party were we boast of Truth and Justice,” says Kasaato.  

DP vice-chairperson for Buganda Region Betty Nambooze Bakireke notes that she wasn’t surprised when the registers were not delivered through the right channels, adding that some of the organizers, within the party, keep twisting the system to suit their interests.
