The National Legal Advisor of the Democratic Party Fred Mukasa Mbidde has defied a directive by the Party Secretary General Mathias Nsubuga to halt district executive elections in Masaka.

Nsubuga wrote postponing the Sunday elections following complaints by Bukoto East Member of Parliament Florence Namayanja that the process was a fraud.  Namayanja accused Mbidde of rigging the poll.

Mbidde and Namayanja is competing for the Party District Chairman\'s seat together with another Party member Hamza Sebbagala.  Namayanja petitioned the DP Secretary General last week on Friday saying her colleague had bribed the delegates and was actively involved in the organisation of the elections despite being a candidate.

Nsubuga in his letter sent Sunday morning, the day of the elections, said the National Executive committee would send a team to oversee the elections at a later date.  However, the elections were conducted despite the directive.

Evelyn Walimbwa, the National Democratic Party Vice Chairman who was in charge of yesterday\'s process said she did not get a directive stopping the poll. She added that at least 40 of the 60 delegates turned up for the elections implying that the exercise was endorsed by the majority.

Mbidde was declared winner of the Sunday elections after collecting 35 votes against Hamza Sebbagala\'s 5 votes.

// Cue in: “I think the process…

Cue out: …they keep quiet.”//

Mbidde said the directive was illegal because the Secretary General had no powers to stop branch elections.

// Cue in: “ They also have…

Cue out: …with equal force.”//

But Florence Namayanja has rejected the poll outcome.  She said the election was illegal because Evelyn Walimbwa, the DP official who presided over it did not have an official letter from DP National Secretary General mandating her top oversee the process.

Namayanja also disputes the number of delegates that took part in the election saying only 55 are supposed to take part. She claims that 30 of those boycotted.

// Cue in: “ And our constitution…

Cue out: …district delegates conference.”//

The Sunday elections was a third attempt by the DP to hold district elections. The first two were marred in allegation of fraud and rigging.

The elections, right from village, parish and sub county level have been marred in controversy, with members accusing each other of fraud.
