EALA Constitutes Committees

Mathias Kasamba, one of Uganda's Representatives to the East African Legislative Assembly (EALA) has today been named among the new Assembly's committee chairpersons.

Kasamba has been named by his colleagues to chair the EALA committee on Agriculture, Tourism and wildlife. The former Kakuuto County Member of Parliament was elected alongside others in the EALA sitting at Parliament of Uganda.

The Agriculture, Tourism and wildlife committee is mandated with initiating, reviewing, legislating, receiving, calling for reports from sectoral committees as well as monitoring and providing oversight of implementation of programmes or projects.

Kasamba also chaired in Agriculture committee of the Parliament of Uganda during the nineth parliament.

Other chairpersons The EALA members also elected Tanzania's representative Dr. Jumanne Maghembe as the chairperson of the Assembly's Public Accounts Committee (PAC) while Deng Gai from South Sudan was elected chairperson of the Communication, Trade and Investments Committee.

Others chairpersons include AbdiKadir Aden  from Kenya elected to chair the committee on General Purpose , Rwanda's Fatuma Ndangiza to Chair the Legal, Rules and Privileges committee and Burundi's Victor Burukukiye as the chairperson of the Regional Affairs Committee.

Before the election of the committee chairpersons, the newly inaugurated EALA currently sitting in Kampala, Uganda, designated members to various committees of the Assembly.

“Most of the work by this Assembly is done through committees, we couldn't do much without the establishment of these committees,” said Rwanda's Martin Ngoga, the EALA Speaker before adjourning the EALA sitting to 7th February 2018.

The new EALA legislators have been meeting in Uganda since last week and the first business so far handled was a week-long induction at the Parliament Building during which they were addressed by President Yoweri Museveni who urged them to legislate for the progress of East Africans.

The Assembly during its sitting in Kampala is expected to debate 3 Bills including the EAC Monetary Institute Bill, the EAC Statistics Bureau Bill and the EAC Oaths Bill.
