Education Ministry Commends UPDF for Timely, High-Quality Construction Projects

The Permanent Secretary of the Ministry of Education Ketty Lamaro said that for the first time in a while, they are witnessing the successful and timely completion of multiple construction projects without any compromise in quality.

The Ministry of Education and Sports has commended the Uganda People's Defence Forces (UPDF) Engineering Brigade for the punctual construction efforts on various projects.

The Permanent Secretary of the Ministry of Education Ketty Lamaro said that for the first time in a while, they are witnessing the successful and timely completion of multiple construction projects without any compromise in quality.

Lamaro added that she no longer receives the regular complaints from local government authorities, which were once a daily occurrence on her desk, regarding substandard work on Ministry of Education projects.

The Permanent Secretary made these remarks during an inspection visit conducted in collaboration with Joyce Moriku Kaducu, the Minister of State overseeing both primary and higher education portfolios, to the Mulago School of Nursing and Midwifery.

Throughout the visit, the school's principal, Eva Nampiima Kakonge, communicated the institution's need for infrastructure development and emergency works. She also conveyed occasional dissatisfaction with the contractors who had been assigned to the tasks in the past.

"We need to address these challenges, but we face two problems: first, the lack of funds for prompt renovations and projects. Even when some funds are allocated, the contractors we engage for these tasks also prove to be unreliable and they are not doing quality work," expressed the principal to the Permanent Secretary.

She added that the ministry is actively seeking to address the challenges and aims to increase the allocation of work to the UPDF Engineering Brigade, given its demonstrated effectiveness. With the present successful track record, she emphasized the involvement of the UPDF in new construction and renovation projects within the ministry.

In July 2021, President Yoweri Museveni issued a directive stipulating that the UPDF Engineering Brigade should take charge of all new government school construction projects. Despite opposition, this directive was implemented in the 2021/2022 financial year.

Before the directive, the Ministry faced challenges with various construction projects plagued by delays, and contractors nationwide were under scrutiny for delivering substandard work. These affected projects were mainly part of the Intergovernmental Fiscal Transfers Program Project for Uganda (UgIFT), which aimed to establish secondary schools in sub-counties that lacked such facilities.

Since then, the UPDF has undertaken numerous construction projects in the Ministry of Education and Sports. Currently, they are engaged in renovation works at the Mandela National Stadium.
