Energy Minister Muloni Pins Impersonator Before Court

Muloni told court presided over by Grade One Magistrate Esther Nahirya that Ndugga, alias William Musinguzi hoodwinked several individuals by promising them contracts to work under the UgandaTanzania Crude Oil Pipeline UTCOP, also known as the East African Crude Oil Pipeline EACOP.

Energy Minister Irene Muloni has pinned one Arafat Ndugga alias for impersonating her, to defraud unsuspecting individuals and companies.

Muloni told court presided over by Grade One Magistrate Esther Nahirya that Ndugga, alias William Musinguzi hoodwinked several individuals by promising them contracts to work under the Uganda–Tanzania Crude Oil Pipeline (UTCOP), also known as the East African Crude Oil Pipeline (EACOP).

Muloni says the accused used email address irenemulooni@gmail.com, a Facebook account under the names Irene Nafuna Muloni and telephone number 0775224990 to communicate with different people while masquerading as the minister. 

Muloni was this Friday afternoon testifying against Ndugga at Buganda Road Court. She told the court that she was aggrieved to hear that her name was used to con unsuspecting members of the public.

Muloni told the court that she learnt that her name was being used when various people started calling her on matters she had no knowledge about. She cited an incident in January when the Executive Director of the Petroleum Authority of Uganda- PAU Ernest Rubondo contacted her in regards to an email that purportedly originated from her.

The email which Rubondo forwarded to Muloni's authentic email address was asking PAU to engage companies that had applied for tenders in the Hoima Tanga Oil Pipeline and have qualifying companies shortlisted.

Muloni notes that the accused seemed to have acquired a list of applicants in the National Suppliers database for the petroleum Authority of Uganda which he used to reach out to different individuals and companies.

Muloni says, they reported the matter at Jinja Road police. Later while she was out of the country, she was informed of the arrest of a one Arafat Ndugga who was said to be impersonating her.

The accused was arrested in March after being trapped by one of the victims, Maria Kanyamugara.

While testifying before court Maria Kanyamugara said that on February 26, 2018, she had received an email from irenemulooni@gmail.com expressing interest in her Real Estate and Land acquisition Business. In the email, she was asked to submit her profile and any relevant documents such that her business could be considered in the Hoima Tanga Oil project.

The email also directed her to work with a one William Musinguzi who could be reached on telephone number 0704380237 to take her through the procurement and guide her through the entire process.

Kanyamugara says she contacted Musinguzi who then asked her for a fee to go and verify the academic documents attached on her profile.  She paid 90,000 Shillings for the alleged verification.

She, however, got suspicious after talking to a relative who questioned how a Ministry official could ask for such facilitation.  It is then that she went to the Ministry of Energy seeking to meet the Minister only to be told that the Minister was out of the country.

Kanyamugara says she worked with police to have the suspected arrested from Wandegeya where he had gone to pick more money allegedly to process a Public Procurement and Disposal of Assets -PPDA certificate.

The suspect denied knowledge of the email address exchanged with Kanyamugara or those presented by the Minister.
