Fort Portal Civil Servants Endure Months Without Salary

John Bosco Rusoke, the Fort Portal City Deputy Town Clerk says it is not only teachers who have gone omonths without their payment, but other civil servants were equally going through the same. He however said the city authorities were doing everything possible in partnership with the ministries of finance and of public service to solve the problem.

Civil servants in Fort portal city have cried out as they struggle with non-payment of salaries for months. 

The matter came to light after a section of teachers stormed the office of the Fort portal deputy city town clerk Mr. John Bosco Rusoke on Monday demanding for their monthly payment.

The frustrated teachers told Uganda Radio Network that they had spent four months without pay, yet no coherent explanation has been communicated.

The teachers said they were facing tough times during the pandemic and they could hardly find what to eat, yet they have plenty of bills to pay, ranging from house rent, food ,power water and school fees.

“Some of us have children at university who are studying online, we are struggling to find money for school fees and internet data to support our children," one middle aged woman sobbed.  "We do not have any other business to operate during the lockdown, we have spent months of nonpayment yet it is the only money we are looking at!”

She also said she is surprised the problem is happening in Fort Portal alone while their counterparts in other districts are receiving payment without any hindrances.

John Bosco Rusoke the deputy city town clerk of Fort Fortal however, attributed the problem to the delayed transfer of names of all civil servants from Fort Portal north division on to the Fort Portal city payment system.

Bosco says it is not only teachers who have been delayed without receiving their payment, other civil servants were equally going through the same, but also he said the city authorities were doing everything possible in partnership with the ministry of finance and public service to solve the problem.

Fort Portal city became operational in July 2020 after some parts of Kabarole district were annexed to Fort Portal municipality to qualify it to be a city.  Some of the areas annexed include Karambi sub county, Karago ward  and Kiguma Ward which is the current Fort Portal north Division.
