Fort Portal Workers Snub Meeting with Solicitor General's Representative

According to Singura, the municipal council invited the Office of the Solicitor General to explain to them salient legal issues, how they are supposed to be addressed and advise them on what to do for the technocrats who are becoming insubordinate to council.

Heads of departments in Fort Portal Municipality have skipped a meeting with the representative of the Solicitor General, Isaac Singura. They include the Clerk to Council, the municipality engineer, planner, municipal education officer, road engineer and environment officer among others. According to Singura, the municipal council invited the Office of the Solicitor General to explain to them salient legal issues, how they are supposed to be addressed and advise them on what to do for the technocrats who are becoming insubordinate to council.

However, Singura says he was shocked when he turned up for the meeting on Friday with the officials but none of the technocrats showed up until council was suspended. //Cue in: "Today I really feel…Cue out… submit the same."// Councillors, who turned up for the ordinary council session at Tooro Botanical Gardens blasted the Town Clerk Deo Ndimo,  for pampering the technocrats. They told Ndimo that the technocrats were expected to among other things give accountability for billions of Shillings that were spent in the last financial year. The Speaker of the Council, Gilbert Kayondo, said council has many issues that need to be addressed immediately, saying all workers should have attended.

Kayongo called another meeting with the available councillors so as do devise a way forward. During the meeting, the Fort Portal Mayor Rev Willy Kintu Muhanga blasted Ndimo, accusing him of incompetence and laziness, among others. //Cue in: "Town Clerk, Speaker…Cue out… that to us."// He asked Ndimo to explain what he has achieved in the seven months he has spent in office, adding that he should explain why he is failing the council and municipality at large. In his defence, Ndimo denied all the allegations, saying he is hardworking and promised to summon the incompetent heads of departments for explanation. //Cue in: "Mr Speaker, honourable…Cue out…late coming and absenteeism."// Richard Alituha, the Municipal Education Officer, told our reporter that he was unable to attend the council session because he had travelled to Wakiso for a retreat with school head teachers.  Efforts to get comments from other council staff members were futile as they were not in their offices by the time of filing this story and our calls to their phones went unanswered.

The disputes in Fort Portal Municipal council are not new. In July, councillors suspended council meetings and demanded to meet the Local Government Minister, Tom Butime.

By then, they were accusing the Mayor, Rev Muhanga of incompetence and failure to give the state of the municipal address. URN understands that Butime accepted to intervene but asked that the issues first be sorted at the district level. Several closed door meetings have been held to address the disputes. Kayondo has promised to inform reporters on their deliberations after meeting Butime.
