Police in Gulu are
holding four people for staging a roadblock blocking traffic along the Gulu-Kitgum
highway in protest of a decision by the Gulu district councilors for
moving the district headquarters to Awach town board.
The four arrested have been identified as Walter Toorach, James Odong,
Paul Lagada and Walter Okello, all residents of Cwero trading center in Paicho
Sub County Gulu district.

vehicles were stopped following a roadblock on the road. He says they shot 6 bullets in the air to calm situation which
had turned rowdy.
Okema says the four were arrested and will be charged with mounting an illegal
roadblock and inciting violence. He says they suspect some politicians to be behind the
incident saying further investigations are underway.
