Great Lakes Civil Society Organisations Want Zero Tolerance on SGBV

Twenty-four civil society organizations operating in 11 countries that constitute the International Conference on the Great Lakes Region (ICGLR) want governments to commit to zero tolerance on Sexual and Gender-based Violence (SGBV).

They also want the ICGLR member countries, including Uganda, to establish independent regional SGBV monitoring mechanism in order to ensure the member countries are making good on their commitments.

The CSOs, under their umbrella the Regional Civils Society Forum, made the demands in recommendations they want gender experts from the Great Lakes region to present to gender ministers who will also forward them for approval at the Heads of State Summit due in Kampala in December.

The CSOs said they are concerned that different research-based evidence suggest that SGBV is on the rise despite the commitment by countries in the Great Lakes Region to various anti-SGBV instruments like the UN resolutions, the Maputo Protocol, the ICGLR Pact and the Goma Declaration which all call for the fight against SGBV.

The CSOs said to ensure the member countries walk the talk on SGBV, there is a need for a SGBV performance index or barometer by both the governments and the CSOs to track the progress of the member countries. This barometer, they urged, should be launched at the Kampala Summit.

The SGBV activists, including Kampala-based Akina Mama wa Afrika, also want the health budget, particularly that on SGBV, increased and SGBV institutionalized.
