IGG Recommends Removal Of Two Lyantonde DSC Members

The Deputy Inspector General of Government (IGG) has recommended the removal of two members of Lyantonde District Service Commission (DSC) committee for not being residents of Lyantonde.
The Deputy Inspector General of Government (IGG) has recommended the removal of two members of Lyantonde District Service Commission (DSC) committee for not being residents of Lyantonde.

 

The letter dated May 16th 2014 signed by Mariam Wangadya, the Deputy IGG, recommends the sacking of Erias Mugisha and Joweriya Nabitwere from the Lyantonde District Service Commission.

 

Wangadya notes that Mugisha and Nabitwere are not residents of Lyantonde as required by law to serve the district.

 

The letter is addressed to Lyantonde District Chairperson Fred Muhangi and copied to the Resident District Commissioner (RDC) Sulaiman  Matojjo Tuguragara, Permanent Secretary  Local Government Ministry and  Chairman Public Service Commission  among others.

 

The letter reads in part that the "IGG received a report on the appointment of Mugisha and Nabitwere that they were approved by District Council to the DSC whereas both not ordinarily residents of Lyantonde District as required".

The letter reads in part that the "IGG received a report on the appointment of Mugisha and Nabitwere that they were approved by District Council to the DSC whereas both not ordinarily residents of Lyantonde District as required".

 

According to IGG report, Mugisha is a teacher at Namirembe Hillside SSS and Nabitewere is employed as an accountant in Kampala and they did not qualify to be appointed to the DSC before resigning these posts.

 

The letter further states that "Under Section 56(1) (c) of Local Governments Act, a person shall not be appointed a member of the DSC unless that person is an ordinary resident in the district the person should in this case have a home and lives in that district"

 

The IGG adds that although the said officials Mugisha and Nabitwere hail from Lyantonde and have homes there, they work and reside in Kampala. It adds that they go to Lyantonde once in a while to check on their homes which affect the functions of the commission.

 

 "In view of the above findings, you are hereby directed to cause removal of Mugisha and Nabitwere from the DSC and have them replaced by qualified people, and do inform us of the action taken within Sixty (60) days, " the letter concludes.

 

But Mugisha and Nabitwere have defended themselves by saying that not only are they resident in Lyantonde but they have never missed any DSC meetings.

 

They however declined to comment on the claims that they are employed in Kampala where they spend most of their time as the IGG states in the letter.
