Kwania Chief Administrative Officer Albina Awor accused Odongo of operating on remote and being implicated in corruption tendencies on several occasions. Awor said upon several warnings Odongo has remained adamant prompting interdiction.
Herimos Odongo, the Inomo Sub County Chief in Kwania
District is in trouble for alleged failure to account for over 50
million Shillings and abuse of office. Odongo has been interdicted by the Kwania Chief
Administrative Officer -CAO Albina Awor and submitted to auditors for investigations
about the money.
50 million Shillings was reportedly disbursed by the
Ministry of Finance, Planning and Economic Development as start up fund for
operationalization of Inomo Town Council that was recently curved from the
Inomo Sub County. And 15 million shillings subsequently disbursed for
procurement of office equipment. The is alleged to have swindled.
An audit report by the Kwania district auditor indicates
that Odongo on the 25th November, 2020 Odongo withdrew a sum of 50
million shillings from the Sub County A/C and only spent 7 million shillings to
renovate the sun county offices for which there was not value in terms of work (un)done.
The report further shows that the Sub County Chief
Odongo used 15 million shillings to procure the office equipment without
authorization contrary to the local government financial and accounting
regulations. As a result, he has been interdicted pending the conclusion

According to Awor, Odongo’s interdiction takes
effect on 21st December, 2020 and he is not allowed to step in
office although he will receive half salary pay for the next six months as investigations
into his alleged misconduct continue.

She said a new Sub County Chief whom
she identified only as Oceka has already been posted to Inomo Sub County to
replace Odongo Herimos and this is done to address the service delivery gaps.
Odongo has confirmed
his interdiction. He denies mismanaging the money, saying he was only
implementing a council resolution, which approved the use of the money to
defend a court case that arose over the proposed land for putting up the Sub

III Chairperson, says he had earlier warned the subcounty chief about
accountability but he didn’t heed to his warning.
Tom Yile, the Inomo Sub County Speaker, says Odongo
has been implementing several activities without council approval. Yine is
excited that the interdiction of the Sub County Chief Herimos Odongo will give
room for a new person to implement council resolutions hence improving services
to the community.
