Investigations into Theft of Soroti University Funds Incomplete

The matter stems from reports that Soroti University Secretary Ruth Etibot Achimo and the University Bursar Edward Obeele connived to divert 1.6 billion Shillings for their own benefit.

Investigations into the reported diversion of funds allocated to Soroti University are still incomplete.  This is according to a statement submitted by Senior Assistant Director of Public Prosecution Alice Komuhangi before the Anti-Corruption Court in Kampala.  

The matter stems from reports that Soroti University Secretary Ruth Etibot Achimo and the University Bursar Edward Obeele connived to divert 1.6 billion Shillings for their own benefit.

  Of this, 268 million Shillings meant for staff allowances was reportedly shared between the two, 69 Shillings million was used to pay rent for Joseph Esonyu and Chrisams Designers Limited, 245 million shillings was allegedly diverted to Inland Travel Company Limited, while over one billion Shillings was spent as legal and retainer fees respectively to Okurut and Company Advocates, for the provision of short term legal consultancy services.  

They were arrested by State House Anti-Corruption Unit on the basis of a report by University Internal Auditor indicating that had grossly mismanaged the funds in question. According to the Report, the money was diverted between July 1, 2017, and June 30, 2018. They pleaded not guilty to the charges and have been out on bail since March 2019.  

Grade one Magistrate Moses Nabende adjourned the matter to June 28, 2019 for further mention.
