Isingiro Leaders Protest Partial Quarantine

Donozio Kibanda, the Birere Sub county LC V councilor, accuses the Veterinary Department of making the pronouncement without any scientific proof. He says the department should be in position to present communication from the Agriculture, Animal Husbandry and Fisheries Ministries on the quarantine.

Local leaders in Isingiro are protesting the decision by the District Veterinary Department to close livestock markets, only a few months after they were reopened.  The livestock markets were reopened on November 16th 2016 bringing to an end 15 year quarantine due to the foot and mouth disease.

 

 

However, early last week, Bruhan Kasozi, the Isingiro District Veterinary Officer announced a partial quarantine following the confirmed outbreak of the foot and mouth disease in Rakai, Lyantonde and Kiruhura disease.

 

 

He explained that the quarantine has been put in place to avoid the re-occurrence of the disease. However, the local leaders in the district will not have any of this. They accuse the District Veterinary Department of profiting from the Quarantine.

Jeremiah Kamurali, the Isingiro LC V Chairperson, says the Veterinary Department claimed that they were directed by Joy Kabasti, the State Minister for Animal Husbandry to announce the quarantine, but they have failed to table any evidence to that effect.

 

 

According to Kamurali, the president notified him about the ongoing investigations on the prevalence of the foot and mouth disease in the district, but didn't mention anything about the closure of livestock markets. Donath Eswilu, the Isingiro Chief Administrative Officer, says the decision by the Veterinary Department is aimed at ensuring that the diseases don't spread to the district.

 

 

Herbert Muhangi, the Isingiro Resident District Commissioner, saying his office is mediating between the politicians and technocrats to reach a common ground on the matter.
