Kabale Night Club, Authorities Feud Over Noise Pollution

There is bitter row between Central Division authorities in Kabale Municipality and the management of Café Bea bar and Restaurant over noise pollution.    

Located along Kabale main road in Central division, Café Bea Bar and Restaurant, which started a few months ago is owned by Amin Bunty, an Indian national and prominent business tycoon in Kabale. 

However, the division authorities blame the bar of playing music beyond the permissible noise levels.  

Alex Baingana, the Principal Assistant Town Clerk Kabale Central Division, says that the noise pollution from Café Bear bar and restaurant is a huge inconvenience to the neighboring residents.

Baigana says at least 76 people petitioned the central division offices last week accusing the hangout of noise pollution.

He however, declined to reveal the identities of the complainants. Baingana also accuses the bar of operating as a night club and yet they were licensed to operate a restaurant. 

According to Baingana, they wrote to Amin on December 6, 2019 ordering him to close the night club business until further notice but he has ignored the directive.

Asked why authorities are only up in arms against Café Bear bar and restaurant over noise pollution yet all other night clubs in the division are doing the same, the Division Chairperson, Sam Arineitwe, said they haven’t received any complaints against them.

Arineitwe says that in case they receive complaints accusing any other night clubs of noise pollution they will take up the matter. 

Amin Bunty, the Director of Café Bea Bar and Restaurant, says although the matter is being influenced by his business rivals, he has already started the process to comply with all the requirements.  

However, Arineitwe denies being influenced by anyone to go after Café Bear Bar and Restaurant. 

The National Environment (Noise Standards and Control) Regulations, limit noise levels in residential areas to 65 decibels (dB) during the day and 45 dB at night.
