PWDs Protest Sorry State of Rehabilitation Center

Persons with Disability-PWDs have held a peaceful demonstration in Kabale municipality to protest the sorry state of Kikungiri Culture and Community Development Building. The building is found along Kabale University road in Kikungiri in Mwanjari ward in Southern Division of Kabale Municipality.

It was built in 1958 as a resource center for the then Ndorwa County. However, it was converted into a rehabilitation center for lepers and PWDs rescued from Bwama Island on Lake Bunyonyi on May 27th, 1994 where they had been confined.  

 

On Thursday afternoon, angry PWDs stormed the streets of Kabale municipality armed with placards and led a processing to the office of Kabale Resident District Commissioner at Makanga hill. But a team of police officers led by Kabale District Police Commander, Geoffrey Kahebwa intercepted the protesters at Hakempu along Katuna-Kabale-Mbarara Highway.

 

He faulted the PWDs for staging a demonstration without notifying police as required by the Public Order Management Act.

The PWDs claim that although the center is used to impart vocation skills among their members, the municipality has left it to waste away.

They claim the roof of the center leaks, it has no toilet, water and electricity. Apparently, the center accommodates 40 PWDs. Mary Tindibasa 58, one of the affected PWDs, says the state of the center is appalling. She explains that they stay awake during the rainy season due to leaking roof.

According to Tindibasa, although the municipality set aside Shillings 17 million seven years back to rehabilitate the center to date nothing has been done.

Glorias Nagaba, another PWD accuses government of neglecting them leaving them no option but to beg for survival. She says the center is characterised by broken doors, windows, leaking roof, lack of toilets and sorry kitchen.

Nagaba says politician promise to rehabilitate the center during campaigns and forget them when the polls are over.

The Kabale Municipal Mayor, Emmanuel Sentaro Byamugisha declined to comment on the matter.
