Kabale Sacco Manager Arrested for Fraud

Police in Kabale are holding Dezi Bagambisa, the Manager of Kabale Municipality and Ndorwa County Elders Forum (KANDEFO) for allegedly defrauding over 300 members.

Bagambisa, 56, is said to have collected over three million Shillings from members of Kyobugombe Tuheingye group in October 2016. The group from Ndorwa East operates as a Sacco affiliated to Kabale Municipality and Ndorwa County Elders Forum (KANDEFO).

He collected an additional 20 million Shillings from individual members in Kabale Municipality promising to use the money to boost the Sacco's lending portfolio. However, several members approached his office looking for loans in vain, a development that forced them to seek help from the office of Kabale District Chairperson.

Mable Twikirize, one of the affected members says that they became suspicious when Bagambisa started dodging them whenever they asked him about the progress in giving out loans.

Peruth Karwana, the Chairperson of Kabale Municipality and Ndorwa County Elder's Forum (KANDEFO) says that Bagambisa went on the run when members became very serious while demanding for the explanation about the progress of the loans.

Bagambisa was arrested from the office of the District Chairperson where he had been summoned to appear on Tuesday.  Kabale District Chairperson Patrick Besigye Keihwa says he alerted police after Bagambisa started giving contradicting statements about the issue.

Dickens Bindeeba, the Kabale District Police Commander says that the will appear before court to answer the charges of obtaining money by false presence and fraud.
