Kadaga served for 10-years as Speaker of the Ugandan Parliament and another 10 years as a Deputy Speaker before her recent appointments as 1st Deputy Prime Minister and Minister of East African Community Affair. Ngoga praised Kadaga for always standing firm in international meetings like the Inter-Parliamentary Union (IPU), defending the culture and spirit of Africa, and not entertaining bad western culture.

Kadaga particularly won the hearts of many Ugandans and Africans for her strong stand against homosexuality. Ngoga also said that because of her seniority and experience, she will ably contribute to the development of the community.
