Kamuli Engineer Arrested Over Graft

It is reported that councilors resolved to construct a moderate administrative block worth 347 Million Shillings and on release of the funds, construction works were sanctioned, but construction works have never exceeded window level for some unidentified reasons.

Police in Kamuli district has arrested and detained the Kamuli municipal council engineer, Moses Kadumba over alleged misappropriation of funds meant to foster construction of the administrative block.

It is reported that councilors resolved to construct a moderate administrative block worth 347 Million Shillings and on release of the funds, construction works were sanctioned but, construction works have never exceeded window level over unidentified reasons.

Kadumba was arrested following a site inspection by the economic monitoring state minister, Peter Ogwang on Tuesday.

Ogwang tasked Kadumba to explain why the administration block was never completed despite timely release of the funds from the finance ministry to effect construction of the same.

Prior to his arrest, Kadumba stressed that architectural designs were valued at 50 Million Shillings and the successful contractor was paid a deposit of 45 Million Shillings to commence construction works.

Kadumba adds that shortly after commencing the construction works, a circular discontinuing them from proceeding with the project was issued on grounds that the available funds were insufficient to execute a project of such magnitude and that better budgeting would be made in due course, however, no additional funds were sanctioned in respect of the same.

Ogwang however, directed police detectives to arrest Kadumba after he failed to explain where the remaining funds had been kept.

Kadumba told journalists that, he did not involve himself in any form of mischief but rather acted on the directives of his superiors whom he declined to disclose.

Ogwang also ordered for the arrest of Monica Nairuba, the town clerk of Northern division in Kamuli municipal council after she paid contractors who have since failed to construct the division's administrative block.

It is reported that Nairuba paid contractors 240 Million Shillings as budgeted for by the division council, however to date, the contractors cannot be traced.

Ogwang stresses that he will be conducting a three day inspection tour of the different stalled government projects within Busoga sub region, so as to cause implicated individuals to account for their misdeeds.

Busoga North's police spokesperson, Michael Kasadha says that, the two suspects are currently detained at Kamuli central police station awaiting prosecution.
