Karamoja Leaders Call for more Sensitization on PDM

He expressed concern that the limited knowledge about the PDM program has hindered effective communication between leaders and the local people.

Local leaders in the Karamoja sub-region have emphasized the need for comprehensive sensitization on the Parish Development Model (PDM) program to ensure its successful implementation and achievement of its goals. 

They believe that insufficient knowledge and understanding of previous government programs, such as Emyooga and the Parish Development Model, have contributed to their underperformance in the region, resulting in limited progress in poverty reduction. 

John Baptist Lokii, the Matheniko County Member of Parliament stressed the importance of local leaders taking an active role in sensitizing communities about the value and benefits of the program. He expressed concern that the limited knowledge about the PDM program has hindered effective communication between leaders and the local people. 

Lokii urged the government to prioritize community sensitization, particularly in rural areas, to ensure that all individuals can participate and benefit from the program's initiatives.

Albert Lokoru, the Member of Parliament representing Tepeth County, highlighted the challenges faced by community members in engaging with government programs. Some perceive the PDM program as a loan scheme and fear being held accountable for complications that may arise. 

Lokoru emphasized the need for community ownership of the program to foster a sense of responsibility and improve livelihoods.

Philip Lokwang, the Member of Parliament representing Napore West Constituency, suggested addressing the issue of hunger before implementing programs that require saving for development.

He stressed the importance of adequately preparing beneficiaries to understand how the program can alleviate poverty.

Godfrey Nabongo, the Deputy Executive Director at the Uganda Bureau of Statistics, acknowledged gaps in data collection for identifying households eligible for program benefits. To rectify this, fresh data collection efforts will be initiated to ensure comprehensive coverage of all households in the region.

Sozi Balabuzi, the Parish Development Model National Coordinator, expressed optimism about mobilizing communities to embrace the program. Balabuzi emphasized the role of local leaders in spreading awareness and fostering a collective approach involving the technical team, leaders, and beneficiaries.
