Katakwi Revenue Collectors Accused of Pocketing Funds

Charles Aleper, the district councilor for Akoboi Sub County said that the revenue collectors and tenderers have taken the advantage of the Covid-19 pandemic to pocketing the collected in his Sub County of Akoboi and the district as whole.

The Katakwi district councilors have accused the revenue collecting officers and market tenderers for pocketing funds meant running and developing the district.

Their concerns stem from the low revenue collected from markets during this period since the lockdown against the spread of the coronavirus was eased over six months ago.

Charles Aleper, the district councilor for Akoboi Sub County said that the revenue collectors and tenderers have taken the advantage of coronavirus to pocket funds realized from markets.    

He says that has left planned activities remain unconcluded in his Sub County of Akoboi and the district as whole. Aleper suggest that markets should be controlled by sub county where they are allocated s that they funds collected by ending up into individuals' pockets. 

Aleper also faults the district for reluctance to act, not taking any legal action against service providers and tenderers who have defaulted,yet the district is always being dragged always to court.

Iyeset Ocole, the minister for finance planning and administration raised a similar  concern that the rest of the committees in district council are doing their assessment,  apart from that of finance.  Ocole says previously the committee used to do assessment but this time, the Chief Finance Officer says money from local revenue money is not available.

Simon Peter Ojaman the district councilor for Usuk Sub County also testified that the finance committee where money comes from, is blocked from monitoring the market activities in the district, hence lack of action against defaulters.  He claims that the reason revenue realised in district is low is because the market tenderers are relatives of the district leaders.  According to Ojaman, Ocorimongin market that generates most revenue is being run by a relative of a top officials of Katakwi district.He further claims that Toroma market is run by the son of a district councilor for Toroma who is minster.

In defense of the district administration against the accusations,  Serephine Alia, the chief administrative officer of Katakwi who responded to the accusations of executive collusion with tenderers and revenue collectors to fleece the district, the councilors are not being blocked from surveying the markets.Alia argued that the markets in the district are contributing 35% of the local revenue to to the district while 65 remains at sub counties.
