Police Brutality: Opposition MPs Call for Kayihura Probe

Opposition legislators have called for investigations into the conduct of General Kale Kayihura, the Inspector General of Police (IGP) following the brutal attack on the supporters of Dr. Kizza Besigye last week.

 

Several people clobbered by stick wielding police officers on Tuesday and Wednesday last week when they lined up the road to cheer Dr. Besigye following his release from Luzira maximum prison where he had spent over two months on remand for treason.

 

On Monday, five junior police officers and one crime preventer appeared before the Police disciplinary court over the incident. They were charged with unlawful or unnecessary exercise of authority contrary to section 44(1) code 24B of the Police Act and discreditable or irregular conduct contrary to 44(1) code 12 of the same act.

 

 

In a highly charged plenary on Thursday afternoon, legislators questioned the reluctance of the Police leadership to try senior police officers who led the operation. Three senior police officers including; Kaggwa, Bamuzibire, Moses Nanoka and Patrick Muhumuza were also yesterday charged before the police court in Naguru, Kampala.

 

In his motion, tabled before parliament this afternoon, the Shadow Internal Affairs Minister, Mohammed Kivumbi, questioned the rationale of the brutal police attack on civilians.

Angelina Osegge, the Soroti Woman MP questioned Kayihura's competence to lead the Police force because of hobnobbing with gangs of thugs to brutalise citizens.

However, legislators from the NRM party, including Hatwib Katoto, Ann Nankabirwa and Guma Gumisiriza defended the police actions. They condemned the defiance campaign, which they claim is aimed at provoking the police and state.

Security Minister, General Henry Tumukunde tasked all sides to abide by the law to avoid such skirmishes. The State Minister for Internal Affairs, Obiga Kania admitted that some of the police officers acted unprofessionally, saying they will be handled in the police court.
