KCCA Councilors Threaten to Censure Lukwago

Kampala Capital City Authority inclined National Resistance Movement councilors have denounced the newly appointed deputy lord mayor and threatened to censure Lord Mayor Erias Lukwago for disrespecting the law in the appointment of his deputy.

National Resistance Movement councilors have denounced the newly appointed deputy Lord Mayor and threatened to censure Lord Mayor Erias Lukwago for disrespecting the law in the appointment of his deputy.

Bruhan Byaruhanga Mugisha, the councilor representing Kyambogo University says 20 of the councilors have resolved not to respect Sulaiman Kidandala in his new capacity as the deputy lord mayor, unless the right procedure including an approval from Kampala Capital City Authority is followed.

Byaruhanga referred to the swearing in event that took place on Tuesday as a political comedy, maintaining that the position of the deputy Lord Mayor is still vacant.

Nakawa Councilor Appollo Mugume says the resolution to censure Lukwago shall be based on section 12 (1) (a) of KCCA Act, which says that the lord mayor and the deputy may be removed from office by a resolution supported by not less than two thirds majority of all members of the authority.

He points out incompetence and misconduct as some of the grounds supporting the censure move.

Mugume says the first move shall be to force the lord mayor to call for a special meeting within 14 days to discuss the issues surrounding the deputy lord mayor’s office.

Mugume notes that the petition shall be addressed to the minister in charge of Kampala, who is mandated to evaluate it and within 21 days constitute a tribunal to investigate the allegations as per section 12(5) of KCCA Act.

Councilor Hamidha Namukasa Nansubuga representing Kawempe South says the resolution shall only be halted when the lord mayor comes to realize the significance of working together as a team with all the councilors, and start respecting the authority.

Lukwago was not in office by press time, but his deputy Sulaiman Kidandala says that there are no grounds for removing the lord mayor from office over his choice of a deputy.
