Kibaale Councilor Suspended for Misconduct

According to the letter, while serving the suspension, Bizimungu will not receive any allowance as a punitive measure. Bizimungu told URN on phone on Monday evening that he was yet to receive the suspension letter.

The Kasimbi Sub County LC V councilor in Kibaale district, John Bizimungu is in trouble for alleged misconduct. Bizimungu has been suspended by the Kibaale District Speaker, Disan Tumusiime for two consecutive council sessions and standing committees.  

“Using the powers entrusted in me as speaker of Kibaale district local government, I accordingly suspend you from attending two consecutive committee and council sittings due to misconduct and many other reasons,” reads Tumusiime’s February 12, 2020 letter.  

In the letter, Tumusiime contends that on February 12, 2020 Bizimungu was given chance to adopt motion, which he did while seated in disregard of council regulations. He says Bizimungu’s conduct contravened provisions of the rules of procedure and undermined the speaker’s authority.  

Tumusiime explains that rule 21 of the standards rules of procedures indicates that a member desiring to speak shall rise and address the chair and shall do so only after catching the speaker’s eye. The same rule 21(10) indicates that every member allowed to speak shall address his/her speech to the speaker and shall stand while making his or her speech, something Bizimungu hasn’t been doing for long.  

According to the letter, while serving the suspension, Bizimungu will not receive any allowance as a punitive measure. Bizimungu told URN on phone on Monday evening that he was yet to receive the suspension letter. He wondered why the speaker has decided to suspend him despite apologising to council, the very day he committed the said offense.
