Kisoro District Speaker Thrown Out

Trouble for Hakizimana started on 22nd October after a group of 14 councilors petitioned the LC V chairperson seeking to censure him for alleged abuse of office and incompetence.

Kisoro district councilors have censure their speaker Amos Hakizimana for alleged incompetence and abuse of office. 21 of the 28 councilors voted to impeach Hakizimana in a special council session on Monday chaired by Issa Gumonye, the assistant commissioner for Urban development in the local government ministry. Trouble for Hakizimana started on 22nd October after a group of 14 councilors petitioned the LC V chairperson seeking to censure him for alleged abuse of office and incompetence.

They also accused the speaker of altering minutes of the budget conference held on January 10th 2013. Some of the petitioners are Jason Irankunda, Ganeva Ntabwoba, Sabiti Chrysostom and Florence Nkuranga amongst others. Milton Bazanye Mutabazi, the Kisoro District LC V chairperson says that after receiving the petition he submitted it to the clerk to council for onward transmission to Adolf Mwesigye, the local government’s minister for action.

 

As a result, Mwesigye tasked Gumonye to preside over a special council session, which sat on Monday to decide the fate of Hakizimana. The embattled speaker didn’t show up in council and his known mobile phone was switched off. Prior to the beginning of the session, all journalists, Civil servants and other stake holders were thrown out of the council hall. Police sealed off Kisoro district headquarters and also blocked John Nizeyimana Kamara, the Bufumbira North MP from accessing the council hall.

Kamara was accused of bribing hundreds of Boda Boda motorists and resident to chant pro- Hakizimana and castigate the LC V chairperson, charge he has vehemently denied.

Kamara also blasted the district leadership led by the LC 5 Chairperson for masterminding the censure of Hakizimana because he is transparent. He explains that Mutabazi has been looking for someone who will endorse his wishes without question. He however, says they will not seat back and vows to pursue the matter in court saying the truth will be determined by the law.

 Mustapha Ahmed Doka, the Kisoro resident district commissioner defended the heavy deployment saying it was meant to ensure the safety of residents and their property. Doka claims that they received intelligence information indicating that some people were claiming to cause chaos.
