Kisoro Residents Protest Delayed Compensation of Land

Residents of Nyakabande and Chahi sub-counties in Kisoro district are protesting the delayed compensation of their land. The land is where the proposed John Kale Institute of Science and Technology will be constructed.

In 2017, President Yoweri Museveni promised construction of the Institute in memory of the late, John Muhima Kalekezi, the father of the former Inspector General of Uganda Police Force, General Kale Kahiyura for his role in instilling Ugandans with the spirit of Pan-Africans.

Museveni laid the foundation stone for construction on the 168 acres land. He also promised to give 6.8 billion shillings as compensation to locals who were using the land.

However, the residents have waited for compensation in vain. Lawrence Byomugabe, Chairperson for Rwivovo Livestock Farmers Cooperative Society wonders why the President has failed to fulfil his pledge since they are ready to vacate the land.

John Bushambire, another resident claims that the delayed compensation is a ploy by the government to take their land at no cost. Bushambire says that they want compensation so that they start up other income-generating projects since they no longer utilise the land.

Abel Bizimana, Kisoro LCV chairperson, claims that the project is being sabotaged by individuals in the district whom he refused to disclose.  He, however, says that they are preparing a petition to the President reminding him to expedite compensation.

Jolly Uzamukunda Karabaaya, the Commissioner for Higher Education in the Ministry of Education and sports faults the residents for sabotaging the project after they sued the district over the land.

According to Uzamukunda, the government halted everything including compensation until locals and district settle their dispute.
