Kitgum RDC, DPC Clash Over Parading Suspect

 The Kitgum Resident District Commissioner, Christopher Omara and District Police Commander, Moses Oola, have clashed over parading a suspect before the media.

It all started after, Emmanuel Odokonyero, an Account Assistant and Store Keeper in Kitgum District Water Department was picked up for the theft of borehole spare parts. The officer was intercepted in Kitgum Bus Park on the orders of the RDC trying to load the loot on the bus.

Omara says the officer had already received an advance of Shillings 5 million from the prospective buyer in Kampala. According to Omara, Odokonyero admitted that it wasn't the first time he was stealing and selling such spare parts.

He was charged with theft and store breaking under police file vide SD/31/17/12/2018. He pleaded for clemency and promised to change but his plea fell on deaf ears. Omara ordered that the suspect be paraded before the media to send a strong warning to civil servants who steal government property to deprive the public from services.

However, the DPC ordered his men not to release the suspect, saying investigations are still ongoing. The RDC rubbished the claims, saying the suspect was caught in the act and admitted to the offence.

Water coverage in the 11 sub counties that form Kitgum district remains at 74.9% compared to the national average of 70%. The water and sanitation record in the financial year 2017/2018 indicates that the district has only 493 functional boreholes out of the 966.
