Kotido DHO Charged for Alleged Embezzlement of UGX 46m

The Kotido District Health Officer Dr Phillip Olinga has appeared before the Anti-Corruption Court and charged with causing government financial loss.

Olinga on Friday appeared before the court presided over by Grade one Magistrate Sarah Namusobya Mutebi who charged him with one count of embezzlement and an alternative one of causing government financial loss.

Court heard that between November 2014 and March 2015, Olinga stole more than 46 million shillings belonging to Kotido District Local government using his position as the District Health Officer.

The money in question according to the charges sanctioned by the Director of Public Prosecutions Jane Frances Abodo was meant for training Health Workers in basic family planning methods. But Olinga denied the charges. His lawyer Evans Ochieng, asked the court to grant bail his client bail.

Ochieng told the court that the accused person has three substantial sureties and that the charges against him didn't involve colossal sums of money like for other accused persons who have been arraigned in the same court and have since been given bail.

He presented the Deputy Town Clerk for Kotido Municipal Council Christopher Lotuk, Principal Community Development Officer Lily Lemokol from the same Council and the Supervisor Physical Planning at Kampala Capital City Authority Prisca Auma as his sureties.

The Prosecution also didn't object to Olinga's application save for asking the court to take into account the amount of money involved in this case while granting bail.

Mutebi asked Olinga to deposit three million shillings cash and his three sureties have been bonded at 40 million shillings, not cash.

The case has been adjourned to March 10th 2021 for the Prosecution to update the court on the status of investigations.

Olinga was arrested on Thursday by detectives attached to the Inspectorate of Government -IGG before being produced today in court.
