The headteacher of Kotido Senior Secondary School, Jackson
Matsanga has been arrested.
He was arrested on Wednesday on the recommendation of the Kotido District
Public Accounts Committee.
He is accused for alleged fraud and financial impropriety.
Grace Nancy Oyugi, a member of the PAC says that the committee
noticed a number of irregularities on the expenditure of the school.
She cited an expenditure of 79 million shillings for the purchase
of the school bus which was procured last year on loan by the headteacher from
Post Bank Kotido Branch without following proper procedure.
Oyugi said the money was paid to unknown source and there were no
documents to show expenditure of the money.
Matsanga is also in trouble for failing to account for 46 million shillings support
from Uganda Communications Commission, UCC meant to support ICT and computer
studies for the students.
PAC found out that the money was allegedly paid to a contractor who did not bid
for the work and there were no receipts to show the money was received.
PAC further discovered that the school spent 27 million shillings at source
contrary to the Public financial management guidelines which require monies to
be banked before spending.
The Committee says the money was collected by the Director of Studies instead
of being paid to the bursar.
Matsanga is now being detained at Kotido Central Police Station where
investigations on misuse of public funds have been opened.
Jimton Aguta, the Kotido District Police Commander confirms the arrest saying
they have opened enquiries in the allegations. He said they also have in
custody the school bursar, Luke Ocheng to help with investigations.
