Kyegegwa Liberation Technical Institute has been abandoned in the bush. Located in Kijuma Village in Hapuuyo Sub County in Kyegegwa district, the institute was a pledge from President Kaguta Museveni in 2001 when he visited the area that was still under Kyenjojo district.    

The Hapuuyo Sub County LC III chairman, Richard Asiimwe, says the president made the pledge as a token of appreciation to the people of Hapuuyo whom he said were very instrumental in the liberation struggle that ushered in his leadership in 1986. 

Consequently, Asiimwe says that Hapuuyo Parish donated 10 acres of land for the project. According to the architectural designs, the institute was supposed to have a number of classrooms, offices and library, among others.  

To date, there is only one structure divided into two classrooms that was constructed in 2013 by the Uganda People’s Defense Forces – UPDF Engineering Brigade.

Our reporter visited the site and established that although the structure was roofed, it has no floor, wasn’t plastered and lacks shutters.     

Farmers have now hijacked part of the bushy compound for grazing their animals. Desire Tusingwire, the Kyegegwa Youth Chairperson, says that it is very unfortunate that the structure is in terrible state. 

He says there is no single technical institute in the entire district and as youths, they now demand that the project resumes because there are many reasons why they need it complete and operational.

John Alinaitwe, a youth in the district agrees with Tusingwire, adding that it is shameful to see a presidential pledge with so much money going to waste.

The Kyegegwa LC V chairman, John Kisoke, says that he is equally concerned that the institute has since been abandoned. 

However, says the UPDF Engineering brigade is to blame because as a district, they didn’t handle anything including funds for the construction.  

Kisoke says that he has also tried to do a follow up from the president to know what happened but his efforts have never paid off.  

Alfred Niwamanya, who heads the UPDF Engineering Brigade, said he will find details about the project to be able to tell what happened and if there is any way forward.
