Lawyers File Application for Production of Detained Rwandan Head Teacher

The Lawyers of Daniel Karangwa, a Rwandan national and head teacher of Rwamaata Secondary School in Kiboga District have filed an application for his production in court.

Karangwa‘s lawyers of Kiiza and Mugisha Company Advocates lodged the application before the Civil Division of High Court. 

In the application, the lawyers want court to order the Chieftaincy of Military Intelligence, Chief of Defense Forces and the Attorney General to produce Karangwa in court and show cause why he has been held beyond the mandatory 48 hours without being charged.

Karangwa was reportedly picked up by plain clothed operatives from CMI from his office at Rwamaata Secondary School in Rwamaata Trading Center in Kiboga on March, 26th, 2019.   

He was bundled in a waiting car, which is believed to have sped off to Kampala. The application is supported by an affidavit sworn by Karangwa’s lawyer, Anthony Kusingura indicating that they have attempted to secure his release in vain.

“His continued detention by CMI is arbitrary, illegal and unconstitutional, an abuse of the legal process and amounts to psychological torture, inhuman, cruel and degrading treatment”, reads Kusingura’s affidavit in part. 

The Civil Division of High Court has not yet fixed the application for hearing. Karangwa becomes that the third Rwandan national to be picked by CMI since 2019 started. 

Others are Darius Kayobera and Uwineza Claudine who were picked up from Rubaga – Bakuli on January, 29th 2019 as they were returning home.

Brigadier Richard Karemire, the Defense Ministry Spokesperson has since told URN that he is not willing to talk about matters concerning Rwanda nationals. 

Rwanda has repeatedly accused Uganda of arresting its nationals and locking them up in ungazzetted places without trio.

This is one of the issues that has escalated the recent tensions between the two sister countries.
