Masaka Gets Parallel Mayoral Leadership

The shadow Mayor, Mariam Tusiime says they decided to form an alternative leadership to give direction and counsel to the official leadership. According to Tusiime, they were motivated by the fact that majority of the elected councilors are new and lack any leadership skills.

In an unprecedented move losers in the Masaka municipality polls have formed a shadow executive. The losers named their executive on Wednesday, the same day the Mayor of Masaka municipality and his councilors sworn in.

 

Those on the shadow executive include Mariam Tusiime, the former candidate Masaka mayoral seat, she is deputised by Tonny Ssempijja, the former candidate for the Kimanya-Kyabakauza division LC 3 chairperson seat. The other members are Zahara Nalubyayi, Teddy Namuddu and the representative of persons with disability, Christine Namaganda.

Godfrey Kayemba, the Mayor Municipality says shadow executive isn't provided for in the law. He however, says he has no problem with the shadow executive provided it doesn't destabilize his leadership. 

Kayemba says he welcomes each and every person's advice if it is intended to steer Masaka to its dream of attaining a city status.

But Henry Busulwa, the former Deputy Mayor Masaka municipality, says the idea of a shadow leadership set up by losers doesn't make sense, adding it would only make sense if the members were in council.

 

He also claims that those behind the shadow leadership fought the previous council. According to Busulwa, Tusiime who is now leading the purported shadow leadership even blocked the approval of the 2014/2015 budget, which provided for the World Bank funded road works.
