Lugazi CDO On Run Following Accusations of Extortion

Ruth Nahone Asea, the Lugazi Municipality Community Development Officer (CDO) in Buikwe District is on the run for the alleged extortion. Trouble for Asea started on June 30, 2023, when members of Kabula Diary Elders Group reported her at Lugazi Police Station. 

The group, which had registered with the CDO's office in March 2013, was established as part of the government development program for elderly individuals under the Ministry of Gender, Labour, and Social Development. The CDO advised the group to open an account at the Finance Trust Bank Lugazi branch before issuing them a certificate of registration. 

Subsequently, on June 26th, a deposit of five million Shillings was made into the group's account. According to Steven Offono, the chairperson of the group, on June 27th, 2023, Nahone contacted him via telephone to notify him about the deposited money and invited him for a meeting at her office. However, Offono did not attend the meeting.  

“On June 29, 2023, the CDO again rang me and instructed me to remit Shillings 500, 000 to her office after withdrawing the money from the group’s account. She told me that in case I don’t find her in the office, I should give the money to her secretary Grace Laso Magero. As if I had not heard what she had said, the CDO started making several calls to that effect,” Offono said. 

Out of fear, Offono complied with the demand but later decided to report the matter to the police. Upon receiving the report, the police promptly responded by apprehending Magero, who was at the office. A sum of 500,000 Shillings was recovered as evidence. 

Nahone has since failed to comply with the police summons to provide a statement, leading to an ongoing search operation to locate her. In light of the development, John Bosco Ochaya, a councilor at Lugazi Municipality, has urged the government to conduct a thorough audit of the CDO's office. Ochaya highlighted instances of alleged mismanagement of funds within various development programs, such as the Parish Development Model and special interest groups.  

He further disclosed that complaints have been lodged by youths, community groups, and elderly individuals who claim to have been subjected to extortion by the CDO. Nahone is the wife of John Bosco Asea, the Mayor of Lugazi Municipality.
