Luwero NRM Vice Chairperson Remanded Over Theft of Flagbearers' Money

The State prosecution lead by Martin Nabasa told court that between December 2020 and January 2021 this year, Nasur and others at large stole 29 million shillings from the party account in Centenary Bank, Wobulenzi branch.


The Luwero Chief Magistrate Court has remanded to prison the District Vice Chairperson of National Resistance Movement party for allegedly stealing funds meant for flagbearers.

Zenar Nasur the Luwero District NRM Vice Chairperson has appeared before Luwero Chief Magistrate Samuel Munobe after spending a week in detention at Luwero Central Police Station.

The State prosecution lead by Martin Nabasa told court that between December 2020- January this year, Nasur and others at large  stole 29 million shillings from party account in Centenary Bank, Wobulenzi branch.

The charge sheet indicates that the money was disbursed by NRM Party secretariat to facilitate its flagbearers for district councilor seats. The prosecution asked Court to remand the accused person saying investigations into the case were ongoing.

Nasur denied the charge and a plea of not guilty entered.

Through her lawyer Ramathan Lutaaya of Lutaaya Company Advocates, Nasur asked the Court to grant her bail saying the case was bailable, yet she had also been detained above recommended hours in Police detention and had a medical condition that needed a specialized doctor to handle.

But Munobe rejected the bail application saying the defense lawyer had not tendered in evidence to justify the medical condition of the accused person.

Munobe remanded Nasur to Kigo prison till 4th March 2021 when she will return to Court for further hearing of her case.

Initially Police had preferred a case of fraud against Nasur but after seeking advice from State prosecutor , they decided to change it to theft .

Nasur was arrested on 11th February this year after policemen forced Tourism Minister Godfrey Kiwanda to surrender her for questioning. Nasur was among the local leaders whom Kiwanda who is also NRM Vice Chairperson for Central region had invited to evaluate their performance in the 2021 general elections.

She was picked from a meeting at Luwero Diocese Guest House in Luwero town despite protests from Kiwanda and other leaders that Police had embarrassed her.

Earlier on Nasur told URN that she withdrew the money and used it for mobilization for Local Government elections.

Nasur adds that she got the circular after using the money and shared the accountabilities with NRM secretariat.
