Lwengo Sub County Chief, Accountant in Trouble Over UGX 17.8M

The Ndagwe sub county chief and cashier stand accused of swindling 17.8 million shillings from the county's confers.

 

Paul Nsubuga is the Ndagwe sub county chief in Lwengo district. Flavia Bayega is the sub county cashier.

 

The discovery of the missing funds was made by the district NAADS coordinator Richard Ssebaduka on Monday, June 30.

 

Ssebaduka had gone to DFCU Bank Masaka branch to check whether their expected top up salaries for May and June had been effected by the district officials.

 

The missing funds are supposed to finance NAADS activities and maintain community roads among other projects.

 

Ssebaduka says he was prompted to demand for account transactions because the money on the account seemed suspiciously less than expected.

 

This is when he was informed that 17, 800, 000 shillings had been withdrawn by the sub county cashier Flavia Bayega.

 

To withdraw the money, Bageya had purportedly forged four signatures. Bageya allegedly forged the signatures of the sub county NAADS Coordinator, Micheal Ssempiija Lukyamuzi, sub county chief Paul Nsubuga, and the district NAADS Coordinator Richard Ssebadauka.

 

The Ndagwe sub county district representative Abud Kabugo Mugendawala says he was shocked to learn the money had been illegally withdrawn just when road maintenance was slated to begin.

 

The social services committee had had just recommended the grading of 7km road that stretches from Jjaaga Village to Kibulooka. Kabugo is the deputy chairperson of the social services committee.

 

Kabugo doubts Bageya could have withdrawn the money without the sub county chief Nsubuga’s connivance.

 

Kabugo claims Nsubuga is already well known for abusing his office.

 

Kabugo accuses Nsubuga of awarding his company contracts for renovating the health workers staff quarters at Ndagwe health centre at a cost of 4.7million shillings. He also awarded his company another tender to distribute desks to government schools at 10 million shillings without following the right procedure.

 

Lwengo District Chief Administrative Officer, (CAO) Goffin Kuruhira Akiiki, says that investigations into the cash scam at Ndagwe Sub county have already kicked off. He has already ordered the cashier Bayega to leave office to pave way for investigations.

 

He says that he is also considering transferring Nsubuga to another Sub County as investigations into the matter goes on.

 

When contacted, Bageya did not deny her involvement in the scam but asked for time to set it right. But Nsubuga denied any knowledge of the scam and insisted that the allegations were made to tarnish his name.
