Lyantonde District Officials Tasked to Refund UGX 14M

Lyantonde district General Purpose Committee is investigating circumstances under which 14, 579,000 million shillings went missing from Lyantonde district account.

Lyantonde district General Purpose Committee is investigating circumstances under which 14, 579,000 million shillings went missing from the Lyantonde district account.


The committee’s report signed by Sulaiman Mbabali implicates the Chief Administrative Officer (CAO) Giles Kahika and the Chief Finance Officer (CFO) Morris Ssebowa in the misappropriation of the funds.


The report also implicates four heads of department including the district Personnel Officer Winnie Kiiza Akorebirungi, the Community Development Officer Paul Kyateeka, Works committee head Eng. Francis Kiwanuka and Dr. Ssekawojjwa who heads the Technical Services Department.


This incident has come at a time of financial crisis for the district. The district has failed to pay heavy legal costs of over 140 million shillings as a result of lost court cases.


Sulaiman Mbabaali, the committee chairman, explains that 2, 300,000 million shillings was meant for capacity building,  3,500,000 million shillings for community services for PWD groups, 4, 225, 000 million shillings for training farmers on Natures Resources and 4, 554,000 million shillings for repairing boreholes and monitoring other technical services.


Surprisingly, there is no evidence to prove that the activities for which the funds were released took place while the heads of department failed to account for it.


As a result, the committee has tasked every head of department mentioned in the report to provide accountability within two weeks because they were signatories to the accounts for the money.


Mbabaali explains that the funds were misappropriated between December 2012 and January 2013 and the accused district officials failed to show accountability for it.


He further claims that the heads of department could have influenced the CAO and CFO to withdraw the money and used for personal businesses.


According to Mbabaali, to withdraw money from the district account there has to be three signatories including the CAO, CFO and the head of department to which the money is allocated.

Additionally, Mbabaali recommends that all implicated district officials be censured unless the stolen money is returned.


However, Ssebowa Morris, the Chief Financial Officer for Lyantonde district denied responsibility of any sort in the misappropriation of the monies saying the accusations are meant to tarnish his name.

Winnie Kiiza Akorebirungi, the District Personnel Officer, says she did not steal the money. She says that she kept it at home because the training for district staff did not take place.


She promised to reimburse the funds if all plans for capacity building for the district staff fail to take off.  

The District General Purpose Committee has tasked the accused officials to return the money to allow the district to facilitate other districts activities that were halted.
