Makerere Sanctions Five Charges against Dr Deus Kamunyu

Makerere University has lined up five charges against Dr Deus Kamunyu Muhwezi, the suspended leader of the academic staff association. The charges include slander, using abusive/insulting language, taking part in an illegal strike, acts or omissions prejudicial to the proper performance of duties and non-adherence to University Policies.   

It is alleged that while employed as a lecturer in the Department of Forestry, Biodiversity, and Tourism, Dr Kamunyu incited staff to strike if Bruce Kabaasa and Thomas Tayebwa, were not removed as Members of the University Council.

The university also faults Dr Kamunyu for using abusive language, insults and verbal exchanges allegedly aimed at intimidating the University officials who were in charge of preparations for the inaugural Council meeting scheduled for December 20, 2018.   The act contradicts provisions of the Makerere University Human Resource Manual.

It is further alleged that on December 20, 2018, Dr Kamunyu mobilized staff members to camp at the Council Room and invited media to film their activities, a move that disrupted work of the University Officers on the 2nd and 3rd floors of the main building.  He is also blamed for engaging in a scuffle that caused a standoff with security officers at the Vice Chancellor's office on the same day.

According to the same charge sheet, Dr Kamunyu is alleged to have written emails and articles that undermined the authority of the Vice Chancellor and other University offices.   This, according to the university has been ongoing since 2017, despite warnings that Kamunyu allegedly ignored.

Dr Kamunyu has now been asked to submit 13 copies of his defenses to the employment division office of the university by March 12, 2019.   He is expected to appear before the Appointments Board on Wednesday, March 13, to defend himself on the five counts levied against him.  He is allowed to come with witnesses, documents and legal representation. 

The suspensions of Dr Kamunyu, Bennet Magara, the Makerere Administrative Staff Association - MASA chairperson and his General Secretary, Joseph Kalema for alleged indiscipline and inciting staff to strike led to a month-long stalemate between the university management and staff early this year. 

The staff later resumed work following the intervention and promise by the University Council to review the suspensions.
