Masaka Mayor's Brother Arrested For Theft UGX 40M Property Tax

Robert Kayondo, the brother of Masaka Municipality Mayor Godfrey Kayemba Afayo, has been arrested for forgery, obtaining money by false pretence and theft of 34,937,356 meant for payment of Property tax.

Kayondo’s arrest followed his disappearance in 2009 after he was granted bail by Masaka Chief Magistrate’s Court on charges of fraud after he was bailed out by his brother Godfrey Kayemba Afayo.

 

Records in court show that on 12th March 2009 Kayondo under his company Masaka Cycle Dealers Association was contracted by Masaka Municipality council to collect property tax which he had to deposit on the council account DFCU Masaka. Instead he opened up a bank account No.1508810201010 at Orient Bank Kampala on which he deposited the tax he collected for his personal benefit.

 

Kayondo also used his personal account to receive more than 34million shillings from the Uganda Land Commission meant for paying property tax for arrears of 1998-2006 for  Masaka Police Barracks, Prison and Armoured Brigade which he withdrew after forging the signature of Robert Mutagubya, the Municipal Treasurer.

 

According to Masaka District Criminal Investigations Officer Frank Ntankovu, the Acting Masaka Municipality Mayor by then Charles Kasibante and Ex-Town Clerk Nick Begyira Rukiika wrote to Orient bank authorities asking to freeze Kayondo’s account. They filed up a case of obtaining money through false pretence, fraud and theft at Masaka and since then police has been hunting for Kayondo.

 

 Ntakovu says that Kayondo was arrested from his hideout in Masaka town following a tip off from locals. He said that Kayondo is likely to face two charges of fraud, obtaining money by false pretence under two files- MSK-CRB- 355/2007 and MSK -CRB-1157/2008.
