Masaka USMID Road Works Stall over Funds

Star Groups Construction Company limited has halted road works in Masaka municipality over non-payment.

Masaka Municipality contracted the Lebanese firm to undertake construction works on Katwe-Mulago and Alex Ssebowa roads under the Uganda Support to Municipal Infrastructure Development Project (USMID) at 13 billion shillings. 

Richard Odongo, the project site engineer says that they have run short of funds to continue with the roadworks. He explains that the Municipality has since May delayed their payments.

He says that since commencement of roadworks last year, they have only been paid 5 billion shillings.

Odongo adds that their suppliers have also stopped supplying them with materials due to accumulated debts.  

Meanwhile, the road users especially motorists are already feeling a pinch of the contractor's decision of halting project works as well as blocking the road from any traffic flow.

Moses Sselubiri and John Miyingo, Boda Boda riders at the Masaka Regional Referral Hospital stage says the traffic was diverted to longer routes which has since affected their earnings.

The angry motorists also accuse the contractor of over delaying the works, demanding that the contract is terminated for a more competent firm.

According to the contract agreement, this eight-months-long project was supposed to be completed in May 2018, which was not observed.

However, Paul Omoko, the Masaka Municipality Town clerk says the delays are due to the recent upgrades in the Integrated Financial Management System-IFMS at the Ministry of Finance which has affected the payment system.

Godfrey Kayemba, the Mayor Masaka Municipality has ruled out the possibility of terminating the contract.
