Mbarara City Councilors Demand Investigations into Irregular Revenue Collection

She said that during budget discussions for this financial year, they agreed that the revenue collection from the Matooke be increased to 16.8 million. However, the documents presented indicated a collection of 101 million, averaging 8 million monthly – a figure that wasn't agreed upon during budget discussions.

Mbarara City Council councilors are demanding an investigation into the irregularities in the collection of revenue from the Kikoona Banana Market.

They also want the City Clerk, Asse Abireebe Twesigire, and the Deputy City Mayor Priscah Murongo to step aside as investigations are conducted.

During a council meeting on Wednesday at the City Council Hall, the councilors said that City Clerk and his team have failed to align the revenue collection with the council's decisions.

Jemima Kyomuhendo, the female City youth councilor, questioned the funds generated from Kikoona Matooke Market for this financial year. According to Kyomuhendo, records this year show a similar amount of revenue collected to the previous year despite an increase in Matooke Production.

However, the documents presented indicated a collection of 101 million Shillings, a figure that wasn't agreed on during budget discussions.  

Kyomuhendo says this suggests a discrepancy in reported revenues, leading to concerns about transparency.

Kyomuhendo accused the City Clerk of not adhering to the decisions made during both committee and council meetings.  

Jessica Mwijuka the Female Workers' Representative said that records indicate that the tenderer has been collecting 10 million Shillings monthly from the Market, but only 8 million Shillings was presented to the council.

The Deputy City Mayor Priscah Murongo, said that the Executive had requested an internal Auditor to investigate the matter but asked the Town Clerk to explain the 8 million shillings queried to the council.

Asse Abireebe, the City Clerk acknowledged the irregularities and requested additional time to crosscheck the records. 

Bonny Toshobya, the City Speaker, however, instructed the City's Internal Auditor to conduct investigations into the revenue discrepancy, and the records of the Tenderers for all daily Markets and present their findings to the council.
