Mbarara City Councilors Reject Committee to Resolve Property Feud

In a resolution passed on Thursday and read out by the Clerk to the Council, the councilors want the Minister to appoint a neutral committee to determine the matter.

Mbarara City Councilors have rejected the committee set up to determine the equitable sharing of the property between Mbarara City and the district.

The ten-man committee was set up last week by the Local Government Minister Raphael Magyezi. It is chaired by the Kashari North Member of Parliament Bazil Bataringaya and comprised of all three MPs from the city and the three from the district, the Mayor and LCV Chairperson.

The committee was given two weeks to come up with the report that will guide the minister on how to share the contested property.

Among the property that is under contention between Mbarara District local government and Mbarara city council includes the Generation suites formerly Nganwa hostel, Administration building that hosts Makerere University Business School Mbarara branch, Council Hall, Presidential house, and Kakyeka Stadium among others found in Kamukuzi Division, Mbarara City.

The councilors have questioned the composition of the committee which they say has members who have an interest in the matter.  They cite the City Mayor and the City Members of Parliament.

The councilors also resolved to give Mbarara District leaders until 1st October 2021 to vacate Kamukuzi hill and shift to the new district headquarters in Bwizibwera.

The Mbarara City Mayor Robert Mugabe Kakyebezi agreed with the councilors resolution and choose to step down from the committee.

Didas Tabaro the LCV Chairperson criticized the city council resolution noting that the property belongs to the Mbarara district since they have the titles.

When Contacted Hon Basil Bataringaya the chairperson of the committee said he was not yet aware of the resolution. He said that he will comment after getting details of the resolutions.

Since the elevation of Mbarara Municipality to city status Mbarara district local government has been planning to shift its headquarters from Kamukuzi to Bwizibwera Sub-county.

At the inauguration of Mbarara City last year, the Minister for Local Government said that the cities should inherit the property of the district, including buildings of administration headquarters.

In May, the district council passed a motion suspending Mbarara City Council from organizing events in some of the properties until further notice.
