Bahati, Education Officials Clash Over Teacher's Salaries

The State Finance Minister, David Bahati has clashed with Kabale District officials over delayed payment of teacher's salaries.

 

 

It all started after Zadock Tumuhimbiise, the Chairperson Uganda National Teacher's Association-UNATU Kabale Branch raised concern over the delayed payment of hundreds of teachers in Kabale district during the celebrations of World Teacher's day.

 

Tumuhimbiise noted with concern that hundreds of teachers in Kabale municipality and the district haven't received their pay since July this year, which has affected their morale.

He was supported by Geoffrey Beinomugyisha, the UNATU Chairperson Kabale Municipality. Beinomugyisha condemned top education and accounting officials in Kabale district and municipality for doing little to ensure the teachers are paid.

 

 

This prompted the State Finance Minister, David Bahati to interject and direct Mathias Akeeka, the Inspector of Schools Kabale Municipality and Sabitti Kenneth Baabo, the Kabale District Education Officer to explain the delayed payment of teacher's salaries.

 

 

He wondered why teachers in Kabale District receive their pay late yet the Finance Ministry disburses the money in time.

In his response, Mathias Akeeka, the Inspector of Schools Kabale Municipality blamed the salary delays on the mess in the Integrated Financial Management System (IFMS), which is used to pay civil servants.

Sabitti Kenneth Baabo, the Kabale District Education Officer, said the delays are caused by network problems, which affects the Integrated Financial Management System. He however, said many teachers have been receiving their salaries without any problem.

But the Minister disagreed with the defense of both officials, saying teachers have a lot of challenges, which ought to be addressed to enable them receive their salaries on time.

Both Abert Matsiko Mutungiire, the Chief Administrative Officer, Kabale District and Town Clerk, Joseph Kimbowa couldn't be reached for comment as their known mobile phone numbers were switched off by the time of filing this story.
