Ministry Cancels Roko Contract as Crested Crane Institute Works Stall

Roko was contracted to construct the 11 billion Shillings two-floor expansion building in April 2018 and was expected to hand over the complete project in 2019. But, to date, construction is still ongoing, yet there is no clear explanation for the delays.

The Ministry of Tourism has terminated a contract for the construction of the Jinja-based Uganda Hotel and Tourism Training Institute, which had been awarded to Roko construction Limited.

Roko was contracted to construct the 11 billion Shillings two-floor expansion building in April 2018 and was expected to hand over the complete project in 2019. But, to date, construction is still ongoing, yet there is no clear explanation for the delays.

Tourism Minister Tom Butime says that the government resolved to cancel the contract over substandard works and failure to execute works in the agreed time. He says that although the outer structure is 80 per cent complete, the plumbing work, electrical installations and internal partitions are not yet complete, despite continuous contract extensions.

Butime faulted  Roko for hiring substandard contractors with no expertise to construct a world-class artistic structure, befitting the new institute buildings. The government remitted a down payment of 7.2 billion Shillings to Roko for work, and according to Butime, the ministry is still holding on to the 3.8 billion Shillings, which was meant to be paid to Roko officials on handing over the project after completion.

He added that the Ministry is now receiving bids from suitable contractors to complete the structure.

Meanwhile, the chairman of the Board of Directors, James Wokadaala says that the contractor failed to meet their agreed standards for such a multi-billion construction project forcing them to recommend the cancellation of his contract.

The Institute's Principal, Miriam Namutosi stresses that Roko officials were frequently suspending construction works without alerting her office of any possible developments involved, yet she is the immediate project supervisor.

Officials attached to Roko who were seen at the construction site declined to comment about the matter.
