Mpuuga Tasks Speaker On Forged KCCA Report Investigation Status

Masaka Municipality MP Mathias Mpuuga on Thursday during Parliament’s plenary session tasked the Deputy Speaker of Parliament Jacob Oulanyah to clarify to the house on the proceedings of the select committee he directed to be formed to handle the Kampala Capital City Authority (KCCA) Report that was mismanaged by Parliament’s Committee of Local governments.

 

Mpuuga noted that it was over two months since the Speaker directed a select committee to be formed and expeditiously handle the report in order to reach a solution on the KCCA matters that are in line with the KCCA Act that was enacted by Parliament.

 

The Speaker had directed both the Government Chief Whip and Opposition Chief Whip Winnie Kizza to appoint MPs to sit on the select committee to handle the forged report.

 

 Mpuuga further informed the house that some MPs on Thursday morning actually attended a ceremony organized by KCCA at Hotel Africana which he said was not right since Parliament was still scrutinizing issues concerning the Authority.

 

He said that aware of the issues pertaining to KCCA and how they are being handled by Parliament, it is improper for MPs to wine and dine with an entity under scrutiny by Parliament without an official permission of the Speaker.

 

He sought the guidance of the Speaker whether Parliament is proceeding well and not setting a dangerous precedent as Parliament operates in the Country.

Speaker Oulanyah said that the issue of MPs attending a KCCA ceremony was new to him and committed to follow up the matter administratively when he gets full information concerning the ceremony and that he is to issue a notice to the effect to deal with the situation.

 

He acknowledged that Parliament has matters touching to the operations and management of KCCA which are not yet concluded.

The Government Chief Whip Justine Kasule Lumumba told the house that during last week’s business committee, both her and the opposition chief whip Winnie kizza submitted names of MPS to sit on the select committee to handle the KCCA report.

 

However Lumumba noted that the names submitted by the opposition chief whip were disputed by members of the committee saying that the particular MPs had already pronounced themselves on which side they were in support of.

 

Lumumba therefore noted that they could not qualify to be members of the committee and Kiiza was directed to provide other names to substitute the two MPs.

Kiiza previously informed us that the opposition had chosen MP Seggona Medard for Busiro and MP Ibi Ekwa to sit on the select committee.
